The Senior Project Manager - Cyber & Technology Operations is a seniority role that demands a seasoned strategic leader to spearhead critical cybersecurity and technology initiatives within a highly regulated UAE banking environment. The position acts as a vital bridge between technical operations and executive governance, requiring a candidate who can orchestrate complex infrastructure modernization and threat management programs while ensuring total alignment with the CISO, CTO, and regional authorities. Success in this role hinges on a profound mastery of the UAE's specific legal landscape-specifically Federal Decree-Law No. 34, NESA standards, and CBUAE guidelines-making it essential for the individual to possess both deep technical security expertise and the immediate availability to navigate urgent regulatory requirements on the ground.

Your responsibilities as the Senior Project Manager include;

• Leading end-to-end delivery of cyber and technology operations programmes across the bank
• Managing cross-functional stakeholders including CISO, CTO, Risk, Compliance, and business units
• Overseeing project governance, budgets, resourcing, and reporting at senior leadership level
• Driving delivery of cyber resilience, threat management, and infrastructure modernisation initiatives
• Ensuring full compliance with UAE cybersecurity laws and frameworks, including the UAE Cybersecurity Law (Federal Decree-Law No. 34 of 2021), CBUAE guidelines, NESA controls, and ADIO/TDRA requirements
• Liaising with relevant UAE regulatory bodies as required
• Identifying and mitigating project risks with a particular focus on operational and cyber risk

Requirements

What we need you to have:

• 15+ years of project/programme management experience, predominantly within banking or financial services
• Deep expertise in cybersecurity domains - security operations, threat intelligence, identity & access management, or cyber resilience
• Strong working knowledge of UAE cybersecurity regulations including Federal Decree-Law No. 34 of 2021, CBUAE cyber risk guidelines, and NESA
• Background in technology operations including infrastructure, cloud, or IT service management
• Proven track record delivering complex programmes in a regulated banking environment
• UAE residency or ability to relocate immediately preferred
• Relevant certifications desirable: PMP, PRINCE2, MSP, CISSP, or CISM
