Job Summary:
This position provides strategic leadership for divisionwide programs and services that support English Learners (ELs), multilingual families, world languages, federal programs, and related student opportunity initiatives. Oversees the planning, implementation, evaluation, and continuous improvement of instructional programs, professional learning, family engagement efforts, and support services designed to promote student achievement, language development, and educational equity.
The Director provides leadership for curriculum development, implementation, evaluation, and revision for assigned programs and oversees the administration, compliance, and fiscal management of federal programs, including Title I, Title III, and Title IV. The position provides leadership oversight of the Division's Global Welcome Center, central registration services for international families, and translation and interpretation services to ensure equitable access to educational opportunities, programs, and information. Works collaboratively with school and division leaders, community partners, and state and federal agencies to ensure program effectiveness, compliance, and continuous improvement. This position works under the direction of the Associate Superintendent for Teaching and Learning.
Essential Responsibilities Specific to this Job:
- Provides strategic leadership and direction for divisionwide English Learner (EL), World Languages, and assigned federal programs, ensuring high-quality instructional services, equitable access to educational opportunities, and improved student outcomes.
- Promotes educational equity and student success through the development, implementation, evaluation, and continuous improvement of programs and services supporting English learners, multilingual families, immigrant students, and federally supported student populations.
- Directs personnel administration activities, including recruitment, supervision, performance evaluation, assignment of responsibilities, and professional development of assigned staff.
- Oversees the administration, compliance, evaluation, reporting, and fiscal management of federal programs authorized under the Elementary and Secondary Education Act (ESEA), including Title I, Title III, and Title IV, ensuring adherence to federal, state, and Division requirements.
- Provides leadership for the planning, implementation, and continuous improvement of instructional programs, services, and supports designed to meet the academic, linguistic, and social-emotional needs of English learners.
- Leads the review, selection, implementation, and evaluation of instructional materials, resources, and supports that advance language acquisition and academic achievement across all grade levels.
- Directs the development and delivery of professional learning opportunities, coaching, onboarding, and technical assistance for teachers, specialists, administrators, and staff who serve English learners.
- Facilitates collaboration among schools, departments, community partners, and stakeholder groups to ensure effective implementation and alignment of assigned programs and initiatives.
- Monitors program effectiveness through the analysis of student achievement data, program metrics, compliance findings, fiscal indicators, and stakeholder feedback, and develops recommendations to strengthen program outcomes and operational effectiveness.
- Provides leadership and support to schools in the implementation of federally funded programs and resources to ensure compliance and improve student achievement.
- Develops, administers, and monitors budgets supporting assigned programs and grants, ensuring effective stewardship of resources, fiscal accountability, and compliance with applicable requirements.
- Represents the Division on internal and external committees and maintains collaborative partnerships with institutions of higher education, community organizations, and governmental agencies to advance program goals and student opportunities.
- Provides strategic recommendations regarding program growth, staffing, service delivery, budget development, and long-range planning for assigned areas of responsibility.
- Oversees accountability systems, compliance monitoring activities, corrective action plans, complaint investigations, and reporting requirements associated with assigned programs.
- Serves as the Division's representative and primary point of contact for assigned state and federal initiatives, grants, guidance, regulatory requirements, and reporting obligations.
- Provides administrative leadership for the Division's Global Welcome Center, including oversight of central registration services, enrollment processes, and support services for international students and families.
- Directs collaboration among schools, central registration staff, and community partners to ensure consistent implementation of enrollment, identification, placement, and support processes for English learners.
- Oversees the Division's translation and interpretation services to ensure meaningful language access and culturally responsive communication for students, families, and community stakeholders whose primary language is not English.
- Performs other duties as assigned.
Requirements
At a minimum, candidates must hold a master's degree in language acquisition or a world language, educational curriculum, administration/supervision, or a related field; hold a Virginia license in Administration and Supervision PK-12 Endorsement; complete at least 5 years of teaching experience; some portion of experience as a building administrator required; educational administration and supervisory experience required
Knowledge, Skills, Abilities, and Behaviors:
- Thorough knowledge of current educational principles, best practices, and theories related to language acquisition, as well as all federal and state laws, policies, and compliance requirements for meeting the needs of English learners and their families.
- Leadership qualities and personal characteristics that reflect the professionalism necessary to work effectively with students, teachers, administrators, parents, the community, and state- and national-level experts.
- Knowledge of, and successful experience in, developing curriculum; providing professional development opportunities to meet staff needs; and fulfilling federal and state program legal responsibilities, monitoring, and reporting requirements.
- Thorough knowledge of School Board policies, procedures, and standards regarding education.
- Thorough knowledge of the legal and ethical guidelines applicable to the position, as outlined by professional organizations and/or federal, state, and local laws, rules, and regulations.
- Extensive knowledge and understanding of current trends and effective, research-based practices related to curriculum and instruction in the language acquisition field, including bilingual and dual-language education, English language development, and sheltered instruction.
- Knowledge of federal programs and how English learner services interface with all levels of instruction, including elementary, middle, and high school, as well as with all curricular and co-curricular programs.
- Considerable knowledge of the principles of supervision, organization, and administration.
- Considerable knowledge of the needs of students from diverse backgrounds and with various learning abilities and styles.
- Ability to maintain complete and accurate records and statistics and develop meaningful reports from them.
- Ability to assess the effectiveness of instructional programs and activities.
- Ability to interpret educational policies and procedures.
- Ability to develop long-range plans and annual budgets.
- Experience providing positive and effective cross-cultural communication, both orally and in writing, essential for managing correspondence with various levels of school staff and in a variety of formats.
