Position Summary:
Midnight Sun is seeking to hire a Contract Acquisition Specialist II contingent on Task Order Award. The Contract Specialist II will support a wide range of cradle-to-grave professional acquisition and contract support services to the Department of the Interior (DOI) Bureau of Indian Education (BIE) in the areas of requirement development, pre-award acquisition planning, source selection, cost/price analysis, contract administration and management, and assistance with the preparation and issuance of contracts, delivery orders, modifications, and management of various contractual vehicles. The candidate will mainly be assigned to K-12 school support and work mostly on simplified acquisitions, task orders, utilities, modifications, options, obligations, and closeouts and will generally be assigned to a Contracting Officer to jointly support a set of schools. This position is contingent upon contract award.
Duties/Responsibilities:
- Statements of Work/Specifications/Requirements Documents. Assist in development and preparation of pre-award Statements of Work (SOW), Statements of Objective (SOO), and other requirements documents for procurements. This includes assisting offices in researching and drafting specifications and standards, including Performance-based Work Statements (PWS); developing performance measures; providing consultation and recommendations; and coordinating requirements documents.
- Acquisition Strategy Support. Provide advice and recommendations for all elements in acquisition plan, including approaches, options, strategies, risks, contracting methods, competition, sources, cost, and milestone schedules. Research existing Government-wide contracts for available products and services. Evaluate different approaches to and sources for acquisition support. Research available suppliers and compare the services and costs of obtaining support from different providers.
- Independent Government Cost Estimates (IGCE). Assist program offices in preparing IGCEs. Assistance may include research and analysis of past purchases of similar products or services, current market pricing, and other agency purchases of similar requirements.
- Market Research and Market Surveys. Assist in conducting market research to identify potential sources and contract types. Conduct market surveys and prepare written documentation of market research. Support program offices in documenting small business capability analysis. Prepare SAM.gov and other electronic posting announcements.
- Contract Administration. Assist the contracting office with contract award and administration. This includes providing guidance to the customer, recommending contract modifications, drafting modification documents, and performing any duties required to provide excellent contract administration support.
- Automated Systems Support. Plan, deploy, upload, and maintain business systems. Collect and analyze acquisition data.
Minimum Requirements:
Education and Industry Experience
- Experience: 4 years of relevant acquisition-related experience
- Education: Bachelor's degree or equivalent
- Certification: FAC-C I or equivalent desired
Knowledge, Skills, and Abilities
- Foundational experience in federal contracting sufficient to work semi-independently while still operating under the oversight of senior acquisition officials
- Working-level proficiency with the Revolutionary Federal Acquisition Regulation (RFO) and the Department of the Interior Acquisition Regulation (DIAR), including requirements related to the Buy Indian Act and how its mandates are implemented through acquisition strategies and contractual mechanisms
- Basic experience supporting multiple requirement types, including construction, Architect Engineering (A&E), construction management, logistical support, information technology systems and support, and various professional and analytical support, as well as routine goods & service contracts that each school may require (including food & dairy, curriculum, wireless service, communications equipment and supplies, special education services, therapists, teachers, coaches, and all other operation contracting support required by the school).
- Functional experience using PRISM, the IA contract-writing system, to perform acquisition-specific tasks such as drafting solicitations, assisting with awards, executing modifications, and supporting terminations or closeouts
- Ability to draft and refine acquisition documents (SOWs, PWSs, IGCE inputs, solicitation components) with supervisory guidance
- Ability to conduct market research
- Ability to support evaluation activities and documentation
- Ability to assist Contracting Officers and CORs with routine contract administration actions
- Strong attention to detail
- Skill in written and oral communications
- Ability to manage complex workloads with competing priorities and deadlines
- Excellent organizational, supervisory/management, time management, and customer service skills.
