The City is seeking an experienced, disciplined professional who brings both technical depth and project-delivery leadership to oversee the Engineering Division within the Utilities Department. This role is ideal for a licensed Professional Engineer who excels in managing capital improvement programs, coordinating multidisciplinary teams, and ensuring regulatory compliance while delivering reliable water and wastewater infrastructure for a growing community.

Located along the Rio Grande and connected by four international bridges, Laredo is a critical hub for international trade, transportation, and logistics between the United States and Mexico.
The Utilities Department’s Engineering Division is responsible for planning, designing, and delivering critical water and wastewater infrastructure improvements for the City. The division oversees all utility capital projects from initial planning and design through construction and closeout. Reporting to the Utilities Director, the Engineering Manager will oversee engineering staff and consultants.
Required qualifications include: Bachelor’s degree in Civil, Mechanical, Electrical, Chemical Engineering, or related field Minimum of seven (7) years of engineering experience in water/wastewater or utility infrastructure Registered Professional Engineer (P.E.) license Valid Texas Driver's License or ability to obtain within six months
Preferred qualifications include: Experience managing capital improvement programs Supervisory experience, knowledge of TCEQ regulations Ability to communicate in Spanish is preferred but not required
The salary range for this position is $101,608 – $127,025, depending on experience and qualifications
