Job Description:

As a Senior Procurement Specialist you will be responsible for executing sourcing events, negotiating legal and commercial contract terms, and managing related contract activities. Performs research to obtain market knowledge, uses experience to develop and execute procurement strategies and assigns roles and responsibilities to Bank of America team members. Viewed as a trusted advisor by the Front Line Unit (FLU)/Control Function (CF), has the knowledge to maximize the competitive marketplace and is able to achieve significant cost savings and maximum value. Supports FLU/CF personnel in effectively implementing the Third Party Policy, including FLU/CF effective use of third parties. May also be responsible for supporting FLU/CF throughout the third party lifecycle third party governance activities and other program requirements.

The Sr Procurement Specialist understands the Bank of America end-to-end third party program, adheres to requirements and helps business partners comply with the program.
• Able to lead a team in the development of a negotiation approach, identification of qualified third party providers (including diverse providers), create complex request for proposal documents (technical, contractual, schedule and cost), and drive analysis of proposal responses/overall evaluation of all bidders
• Negotiates contracts utilizing best practices, assists the business owner in creating business requirements including Schedules, Statement of Works and Service Level Agreements, providing clarity and addressing all business requirements
• Experience with legal contract concepts (Limitation of Liability, Indemnification, Information Protection, etc.) and able to drive negotiation acceptance of Bank of America's required language with those terms
• Work routinely with risk partners (Legal, Compliance, Information Security, etc.) in negotiating deals and in managing outsourcing risk
• Consistently provides a high level of service by establishing and clearly communicating mutual expectations, developing an understanding of business needs and demonstrating competency and consistency in meeting commitments
• Builds broad-based business relationships and partnerships across the organization, skillfully influences peers and colleagues to promote ideas, and proactively surfaces and resolves conflict with minimal impact
• Identify and escalate risks and issues to the appropriate governance routines

Required Skills:
• Strong contract negotiation skillset and experience covering both legal and commercial terms
• Experience in third-party outsourcing or purchasing of goods and services including RFx events and contracting
• Strong business acumen and ability to think creatively/critically and connect ideas, events and circumstances to provide procurement solution
• Experience managing multiple tasks simultaneously and to deadlines, including strong prioritization and time management skills
• Strong communications and problem-solving skills; ability to build relationships and partner to deliver effective business solutions
• Strong desire to learn, positive attitude, and the ability to develop creative solutions
• Proficiency with MS Office suite (Excel, PowerPoint, Project, etc.) as well as other applicable platforms or applications
Four-year college degree or equivalent experience

Desired Skills:
• Thorough understanding of contract terms and conditions specific to technology engagements
• Experience specific to Market Data operations and vendor relationships
