JOB SUMMARY
Under administrative review, the Program Manager II provides high-level operational leadership and oversight across a portfolio of federally-funded implementation and community-engaged research projects focused on HIV prevention, substance use, and behavioral health. This position manages project implementation, cross-team coordination, and compliance processes to ensure timely and successful completion of project milestones, deliverables, and sponsor requirements. The Program Manager II plays a central role in operationalizing implementation science methods, including implementation mapping, Delphi consensus-building, co-design workshops, and dashboard development, to translate evidence-based interventions into sustainable, real-world practice. The role supervises project management and research staff, develops and maintains operational systems and workflows, and serves as a key liaison between investigators, institutional partners, community collaborators, and funding agencies.
EDUCATION/EXPERIENCE
Bachelor's degree and three years of relevant experience or equivalent combination. Master's degree in Public Health, Health Administration, Implementation Science, Behavioral Science, Business Administration, or related field preferred. Three years' experience in project management, program management experience in implementation research, public health, or community-based settingsSupervisory experience required; experience managing complex, multi-site research or public health programs preferred.
ESSENTIAL FUNCTIONS
Operational Leadership: Oversees the planning, coordination, and implementation of multiple NIH-funded projects, ensuring alignment with study aims, sponsor guidelines, and institutional policies. Leads the application and operationalization of implementation frameworks and structured processes (e.g., Implementation Mapping, RE-AIM, CFIR, FRAME-IS).
Cross-Project Integration: Establishes consistent systems for tracking milestones, budgets, and deliverables across NIDA-funded studies and related studies. Promotes shared learning and efficiency in implementation activities-including stakeholder mapping, strategy specification, and adaptation tracking-to align deliverables across projects.
Team Supervision and Development: Supervises and mentors project managers, research associates, and other study staff. Fosters a collaborative, accountable, and inclusive environment that emphasizes stakeholder engagement, co-design, and participatory implementation approaches.
Budget and Financial Oversight: Assists with budget management and forecasting across multiple awards. Monitors expenditures, supports just-in-time and progress report submissions, and ensures fiscal compliance with institutional and sponsor requirements.
Implementation Mapping and Strategy Development: Coordinates and documents implementation mapping activities, integrating community, clinical, and policy stakeholder input. Supports Delphi panels and consensus-building methods to identify, prioritize, and refine implementation strategies and metrics. Data, Dashboards, and Reporting: Prepares and synthesizes study progress summaries, tracking reports, and sponsor deliverables. Oversees development and maintenance of implementation dashboards to monitor reach, adoption, fidelity, and sustainability metrics. Contributes to scientific manuscripts and implementation-focused dissemination products.
Stakeholder and Partner Engagement: Serves as a key liaison with institutional offices, community-based organizations, external investigators, and study partners. Facilitates with research team co-design workshops, community advisory boards, and partner consultations to guide intervention tailoring and implementation planning.
Quality and Compliance Monitoring: Ensures all project activities adhere to sponsor, IRB, and institutional regulations. Develops standard operating procedures and quality control mechanisms for consistent and compliant research conduct.
Meeting and Communication Management: Designs and facilitates internal and external project meetings, investigator check-ins, and stakeholder convenings to promote progress, accountability, and collaboration. Synthesizes feedback and integrates partner input into implementation processes.
Strategic Planning and Problem Solving: Identifies potential operational risks, resource gaps, or workflow inefficiencies; develops and implements solutions to ensure timely project completion.
Representation and Dissemination: Represents the program in institutional, sponsor, and community settings. Prepares presentations, reports, and materials for meetings, conferences, and stakeholder briefings.
SKILLS/QUALIFICATIONS
Demonstrated ability to lead complex, multi-stakeholder projects and supervise diverse teams.
Strong organizational, analytic, and project management skills, including experience managing budgets, deliverables, and timelines.
Excellent written and verbal communication skills.
Ability to work independently, exercise judgment, and manage competing priorities under deadlines.
Knowledge of NIH or other federally-funded research operations, including IRB, regulatory, and financial compliance.
Strong interpersonal skills and ability to build collaborative relationships across departments, institutions, and community partners.
Proficiency in Microsoft Office Suite, REDCap, and project management software.
WORK ENVIRONMENT
Hybrid role with a weekly mix of on-site (Winston-Salem or Charlotte) and remote work.
Office setting with regular team meetings and community or site engagement as needed.
