SummaryAbout the Position:
You will serve as a senior Project Manager in the Engineering and Integration Division (ECJ68), HQ United States European Command (HQ EUCOM) and be responsible for exercising management and operational control over assigned critical information systems projects.
Duties
Help
- Serves as project manager using project management institute standards for managing all stages of IT projects.
- Develops, manages, and implements project plans (e.g., communications plan, scope management plan, time management plan, work breakdown structure, risk plan, budget plan, procurement plan)
- Develops/employs tools and methods to track progress throughout the life cycle of the project.
- Develops detailed project plans, tasks, and schedules and identifies milestone dates to ensure proper sequencing of events, work efforts, and resources to accomplish objectives.
- Identifies resource requirements, manpower, and funding to implement projects.
- Uses managerial techniques and quantitative analysis to monitor work in progress and evaluate the status and progress of work accomplished in terms of quality, efficiency, and effectiveness in achieving objectives.
- Manages and facilitates stakeholder meetings to develop plans.
- Provides feedback to leadership and stakeholders through appropriate reports, meetings, briefings, and information papers, both formally and informally.
- Represents the Chief Information Officer (CIO) at meetings and conferences involving senior-level personnel throughout DoD, other government agencies, and private industry.

- This position is subject to pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- Position is "Mission Essential", In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires the incumbent to obtain and maintain a U.S. Army in Europe (USAREUR) Driver's License and must be insurable in order to travel to other duty locations.
- Must maintain the following requirements for each Cyber work role: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD).

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes: (1) developing detailed project plans, tasks, and schedules (such as communications plan, scope management plan, time management plan, work breakdown structure, risk plan, budget plan and procurement plan); (2) applying technical knowledge to ensure project schedules and objectives are accomplished in accordance with established milestones; (3) updating plans and recommends business process changes in response to evolving circumstances, resources, or objectives; and (4) briefing senior staff on project status and significant developments.
IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Lead others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances. Review and edit work completed by others to ensure that the quality of work meets acceptable work standards.
2. Customer Service - Use expertise and experience to address complex problems, questions, or complaints. Anticipate customer needs and modify the team's work activities, processes, and practices to meet these needs. Collaborate across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.
3. Oral Communication - Clearly explain and defend complex ideas, appropriately adapting to each audience's level of knowledge. Actively listen and clarify points when presenting highly complex and controversial findings. Use well- constructed, fact- based arguments to persuade stakeholders/officials to take action on suggestions for improvement.
4. Problem Solving - Provide precedent setting solutions to unique problems not previously encountered. Help team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals. Identify the root causes of problems; develop systemic solutions to address them and prevent them from reoccurring.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

- U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.

- If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
- If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
- Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
- Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
- Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
- For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
