The Director of Human Resources (HR) will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resources department, ensuring legal compliance and alignment with the organization's mission and strategic priorities.
This is a full-time position. Ability to work independently, typically 40 hours per week is required. Ability to maintain a professional home office without distraction during workday, typically 8-4 or as defined by the school.

- Sets, measures, tracks, and reports departmental goals and objectives.
- Collaborates with school leadership to best implement the department's goals and strategy related to staffing, recruiting, and retention.
- Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization's human resources compliance and strategy needs.
- Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; employee relations; disciplinary matters; disputes and investigations; performance and talent management; productivity, payroll, recognition, and morale; occupational health and safety; unemployment; workers compensation claims; and organizational professional development not related to another department.
- Identifies staffing and recruiting needs and analyzes staffing requests for alignment with budget, mission, and strategic priorities; develops and executes best practices for hiring and talent management.
- Conducts research and analysis of organizational trends including review of reports and metrics from the organization's human resource information system (HRIS) and talent management system.
- Monitors and ensures the organization's compliance with federal, state, and local employment laws and regulations, and recommended best practices.
- Reviews and modifies HR and employment policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law. Applies this knowledge to communicate changes in policy, practice, and resources.
- Develops and implements departmental budget.
- Serves as a strategic advisor to CEO Cabinet leadership on workforce planning, organizational development, and HR risk.
- When the Employee Relations Coordinator needs support or the circumstances require, consults with supervisors on employee relations including performance management and progressive discipline.
- Conducts investigations involving employees, when beyond the scope of the Employee Relations Coordinator, including serving as the school's Title IX investigator when a Title IX claim involves an employee.
- Implements strategies for creating an inclusive and equitable school community.
- Develops programs and initiatives based on needs as the school grows.
- Manages and annually reviews and, when needed, updates, the Employee Handbook, and HR procedural manuals.
- Builds relationships with external organizations to support employee resources, recruitment pipelines, and other HR initiatives.
- Participates in strategic and organizational planning with school leadership.
- Attends the Board of Trustees meetings.
- Facilitates professional development, training, and certification activities for HR staff.
- Performs other duties as required.
Supervisory Responsibilities
The Director of Human Resources supervises the HR Manager and the department's administrative support. The Director of HR will, in accordance with the organization's policies and applicable laws, perform the following: interviewing, hiring, and training employees; planning, assigning, directing, and monitoring work; appraising performance; motivating, coaching, and correcting employees; and addressing complaints and resolving problems.
Minimum Required Qualifications
Bachelor's degree in HR, Education, Business, or related field AND
5 years of progressive HR related experience OR
Equivalent combination of education and experience
All mandated clearances for school-based personnel
Minimum Required Skill Set
Demonstrated competency in HR and labor law compliance
Ability to maintain a high degree of confidentiality
Ability to communicate effectively with employees and vendors
Experience with HRIS, ATS, etc. systems and proficiency in Microsoft Office and Google Drive
Preferred Qualifications
Master's degree in HR, Business Administration, Education, or related field
7 to 10 years of progressive HR experience
Experience working in a PA public or public charter school
SHRM or HRCI Designation
Certificates and Licenses
None beyond required PDE background clearances

This is a hybrid position. When office days are required, typically one day per week but this will vary, the noise level in the office is usually moderate (computers, printers, light foot traffic).
This position will include some travel and will include limited overnight travel. This is estimated to be less than 5% of the time. Travel may be required for things like leadership meetings, community events, and professional development.

- Ability to sit and stand for extended periods of time.

- Ability to interface diplomatically with all members of the school community - administrators, teachers, parents, students, Board members, support staff, colleagues, and outside professional contacts.
- Ability to coordinate and use technology for a variety of workplace purposes and communications.
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
