Description
The purpose of this position is to provide professional guidance and assistance to undergraduate and graduate students who are seeking Missouri educator certification through the University of Central Missouri. The position is to assist faculty and staff with information pertaining to certification and certification requirements. The position is responsible for implementation, design, approval and supervision of all clinical services through the University of Central Missouri. The position serves as the liaison between UCM and Department of Elementary and Secondary Education.
Examples of Duties
Certification Officer:-35%
- Serve as the sole Certification Officer appointed by UCM to report program changes, recommend candidates for certification, and approve provisional applicants and extensions to and the Missouri Department of Elementary and Secondary Education (DESE).
- Serve as a liaison between UCM and DESE.
- Monitor and assist undergraduate and graduate programs that lead to state certification with compliance to Missouri certification standards through DESE matrices.
- Record and report UCM certification program adjustments on the matrix to DESE.
- Verify eligibility and approve initial and provisional applications in the DESE worklog for teacher, counselor, librarian, and other certification candidates.
- Verify eligibility and approve initial, career upgrade, and temporary authorization certification (TAC) applications in the DESE worklog for school leadership/administrator candidates.
- Review and approve/sign letters and verification forms confirming Missouri certification for program completers.
- Review and approve/sign letters to DESE confirming support for an extension on a provisional or TAC certification.
- Monitor the assessment/testing programs for Missouri educator certification.
- Maintain a background check database for UCM students in compliance with standards established by the Missouri State Highway Patrol, FBI and the DESE.
- Maintain, review, and revise the Clinical Services Handbook and the Alternative Certification Handbook in partnership with other office staff.
- Develop needed forms and informational materials pertaining to certification program requirements.
- Ensure certification updates or changes put in place by UCM or DESE is communicated with all stakeholders.
- Communicate and maintain a positive working relationship with outside institutions' Certification Officers.
Office and Data Management:-35%
- Supervise and train Clinical Services and Certification team members who work with alternative certification, student teaching, admission to the Teacher Education Program, placement in school districts, and other clinical and certification responsibilities.
- Maintain knowledge and skills of all job duties for Clinical Service and Certification team.
- Monitor all office responsibilities and need for updates to ensure smooth operations and effective teamwork.
- Administer and monitor department budget.
- Monitor and approve stipend documentation and payments for Cooperating Teachers and Counseling Supervisors.
- Conduct interviews, hire and provide orientation for University Supervisors of field experiences and student teaching.
- Ensure accuracy and timely submission of FLAC to the College of Education Administrative Assistant.
- Coordinate submission of APR and Title II reports as tasked by the Dean's Office.
Program Coordination:-25%
- Organize and facilitate the Clinical Services Advisory Board meeting.
- Primary responsible for student teaching correspondence, approvals, and exceptions.
- Schedule, organize, and facilitate student teaching preparation meetings.
- Represent Clinical Services and Certification at student teaching and recruitment events on and off campus.
- Serve as an advisory member and resource for the Teacher Education Council, College Curriculum Committee, College of Education Advisory Board, Quality Assurance Workgroup, and Professional Education Faculty.
- Collaborate in the review and revision of the College of Education Policies and Procedures Handbook.
- Coordinate and communicate educator certification issues with academic advisors, Office of the Registrar, and college departments.
- Assist external stakeholders with certification issues.
- Ensure accuracy of Clinical Services and Certification website and approve changes as needed.
- Other Duties As Assigned.
Typical Qualifications
Education:
- Master's degree (Specify field(s) of study below)
- Master's degree required. Doctorate degree preferred in School Administration, Educational Leadership, Curriculum & Instruction or related field.
- Seven years of K-12 public school experience or higher education experience in admissions, personnel administration, academic advising, counseling, educator preparation, or student services required.
- Experience in working with the Missouri Department of Elementary and Secondary Education.
